The City of Seaside is mandated by the California Coastal Act of 1976 to prepare a Local Coastal Program for the areas of the City that are located within the Coastal Zone boundary. A Local Coastal Program, or LCP, consists of City land use plans and land use controls that implement the provisions of the California Coastal Act. Coastal development permits are issued by the California Coastal Commission, in compliance with the LCP, for all proposed development that occurs within the City’s Coastal Zone boundaries.
